2. I just watched the movie again, and he isn't. The Fallen is smaller than the Solar Harvester device on top of the pyramid in Egypt, while Devastator is bigger (He was the one who unearthed the device, after all).

   So using the Solar Harvester as a point of reference, Devastator is larger and taller.
